Okay, this is a very obscure costume. It was in a single issue of the underground comicbook "Eightball". I actually picked up this comibook earlier this year, when asked a comic shop owner for something "Weird but good". The character is called Deathray. The costumed character was uber excited when I identified him by name. He said only 5 people recognized him all weekend.
